Project Description

The applicant requests Coastal Permit approval for development on an improved property located in the unincorporated community of Bolinas. Development proposed on the subject property would include the following:

  1. After the fact permitting and legalization of an existing 64-foot-long pier wall and tieback system on the southeast side (downcoast) of the property. The 64-foot-long pier wall and tieback system would range in height from four feet to seven feet above the surrounding grade and would have the following setbacks: 104 feet from the northern front property line, 240 feet from the western side property line, nine feet from the eastern side property line, and 230 feet from the southern rear property line.
  2. Construction of a proposed 151-foot-long pier wall with 19 steel concrete encased beams that would extend approximately 42 feet deep into the soil with a corresponding tieback system that would be located on the northwest side (upcoast) of the property. The proposed upcoast wall would reach a maximum height of five feet above the surrounding grade and would have the following setbacks: 148 feet from the northern front property line, nine feet, eight inches from the western side property line, 160 feet from the eastern side property line, and 225 feet from the southern rear property line.
  3. Construction of a proposed nine-foot-long pier wall and tieback system that would connect to the 64-foot-long pier wall and tieback system (described above) located on the southeast side (downcoast) of the property. The nine-foot-long pier wall and tieback system would reach a maximum height of three feet above the surrounding grade and would have the following setbacks: 95 feet from the northern front property line, 298 feet from the western side property line, five feet from the eastern side property line, and appears to be 230 feet from the southern rear property line.
  4. Demolition and removal of the 20-foot-long structure identified as the remaining intact upcoast wall, including removal of the associated piers and tieback system, which were constructed without permits in 2019. This structure is identified as the intact upcoast wall in the plan set. The demolition and removal of this structure would include grading to recontour the bluff face to resemble the natural grade.
  5. Demolition and removal of the remnants of the failed 137-foot-long pier wall, tieback system, and exposed improvements that were constructed without the benefit of permits in 2019 on the southwest side of the property. This is identified as the failed upcoast wall in the plan set. The demolition and removal of this structure would include grading to recontour the bluff face to resemble the natural grade.

Coastal Permit approval is required pursuant to Sections 20.68.060.A, 20.68.060.K, and 20.68.060.M of the Marin County Implementation Plan (IP) because the project proposes demolition, improvements to existing structures and the development of new structures near a coastal bluff not explicitly and specifically exempt from the requirements of a Coastal Permit pursuant to Section 20.68.050 of the IP.
