Economic Sanctions Imposed in Response to Russia’s Actions in Ukraine.

California joins the United States and other nations, states, and localities in condemning Russia’s attacks on Ukraine. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22(EO) regarding sanctions against Russia and Russian entities and individuals.

The Executive Order directs all agencies and departments that are subject to the Governor’s authority to take certain immediate steps, including notifying all contractors and grantees of their obligations to comply with existing economic sanctions imposed by the U.S. Government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. Constitutional and independent state entities are encouraged to take the steps as well.

As a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury website.

Failure to comply may result in the termination of contractors or grant, as applicable.

BMS Selection 41C2404

    The County of Marin is seeking proposals from qualified consultants to provide technical guidance in choosing a building energy management system (BMS) for County buildings.

    The Department of Public Works (DPW) Capital Division is tasked with implementing the County’s Capital Improvement Program (CIP) which provides for improvements to County owned buildings. The building management system project outlined here, begins in the Frank Lloyd Wright designed Marin County Civic Center and extends to additional County properties.


    This project will result in replacement of the existing BMS with a more current and up-to-date system that will provide more control of the systems, improved efficiency, monitoring and occupant thermal comfort, increased security, and quicker response times for resolution of events. Utilizing a current BMS will offer more scalability for future equipment upgrades and provide more security from cyber-attacks that could potentially disrupt the building’s daily operations and cause unnecessary downtime. The replacement will require a new central system, support with IT to integrate remote access points along with new control wiring to support the standard BMS controller at each of the HVAC components.

Novato Creek Vegetation Management Services

    The Marin County Flood Control & Water Conservation District (District) is seeking proposals to provide vegetation management services of sites specific to California Department of Fish and Wildlife (CDFW) permit requirements for invasive removal and adaptive management strategy practices. The purpose of these services is to maintain compliance for invasive species not to exceed the threshold of 20% cover along the project reach and prevent other non-native species from forming a monoculture. The contractors will be responsible for removing non-native species within this criteria Novato Creek’s native habitat. This project is within Flood Control Zone No. 1 (Zone 1) within the Novato Creek Watershed in the City of Novato, California. The work shall begin Summer 2024 after bird nesting season and may continue until the next time sediment is removed from Novato Creek (no earlier than Summer 2025).

Marin County Parks, Lucas Valley Field Office Modular Building Accessible Ramp, Stairs and Related Sitework

    Under this project, the Contractor will perform work related to the installation of a modular office building at the Marin County Parks Department’s field office site located at 18 Jeannette Prandi Way in San Rafael. Work scope consists of: 

    1. preparation of the site for placement of the modular office building, including demolition of existing pavement, minor grading and installation of new concrete and asphalt paving; 
    2. construction of a new accessible ramp with stair and secondary stair serving the new modular office building; and 
    3. installation of electrical conduit, both below and above grade, connecting the new modular building, the existing shop building and the existing field office. Work shall be coordinated with the planned demolition and installation of the modular office building, which will be performed by others.

Justice Systems Consulting Services

    The County of Marin (County) is seeking a consultant or team of consultants with analytical, business process, and vendor selection experience to conduct a full assessment of Information Services and Technology Department Justice Case Management Systems (CMS) to document the needs and requirements of participating departments. Depending on the outcome, there may be a second phase of work to draft sections of a procurement packet for replacement systems and facilitate selection of replacement systems. Responders should propose on both phases of work separately, with the knowledge that the second phase of work is an option. The Justice CMS contains functionality and features for each of the County’s Justice Departments including, but not limited to, justice system business practices and legal regulations.
